the kids. >> we are taking the pressure that is still there. the little bit of resituatedal pressure and letting it burn. >>reporter: captain see it right now but the fire at the refinery is still burning and it will be 1 more day before the company can say that fire is out. good evening everyone. dan has the night off. chevron host add community meeting tonight to answer concerns of residents and the meeting just ended. john is at the richmond community center tonight. quite lively there. >> yes it was very loud. it was very raucous. police estimate about 700 people showed up here. right now last of them are filtering out. angry residents. went after chevron for what happened last night. as well as raising question about his air quality here. the chevron plant manager began by apologizing for what happened but then the evening quickly evolved into a night of cat call and heckling. >> i also apology for the disruption and concern that we

caused you as our community last night. as part of the richmond refinery ri fire and smoke you saw, i have nothing more to say, nothing really to add from my sincerest apology. >> i have personal responsibility to 1600 employe employees. [ yelling]. >>reporter: and so it went this evening. resident complain they didn't hear the siren or get telephone warning calls yesterday. county officials say at the can activate the system around 6:30 last tonight right after the fire started. number of resident blame them for possible environmental problem problems. >> my grandson are to look forward to having cancer. do i have to put my horse to sleep because it developed cancer. i notice a lot of horses out there. are getting cancer. where is it coming from. coming from you guys? >> education. we are our lives

are not for sale. >>reporter: and it became testy when people who grow several community garden here in richmond claim the crops were ruined by chevron. some of them actually threw vegetable on the stage where the officials were and police moved in a lot closer at that point but there were no arrest and no accidents beyond some of those somewhat tense moments. we learn tonight that as of 5:00 o'clock tonight 9 49 residents we know to local emergency rooms complaining of breathing problems. irritated eyes. nobody was admitted. 9 49 people going to emergency rooms. also the bay area air quality management district says that there is nothing to indicate from monitors that air quality is unhealthy. how far, they are looking at sol of the par particulate matter trapped in filter around the area. those matters will be tested and those results will be available in several days. live in richmond, abc 7 news.

>> thank you john. we'll the leak at the refinery started as a drip an 8 inch pipe. workers took 2 hours tow valuate the problem and gather the proper staff. dan has been looking into this and he tells us that when workers finally pulled off the pipe insulation, all hell broke loose. >> engine 61. engine 62. engine 64. engine 66. >>reporter: first call came natural richmond police department. contra costa county fire. sheriff's department. 6:35 last night. from the beginning there was no miss taking the seriousness of the situation. >> chp ready. stop 5 y on the shoulder to watch the fire. >>reporter: first rae respon responders fire ambulance crew. epa agent. contra costa county hazardous material staff rush to the scene. >> people saw a lot of black smoke that is usually a lot of particulate in the smoke and debris can go that the lung and

irritate your throat. >>reporter: but the question tonight is did chevron workers act quickly enough to fix what at first appeared to be a minor leak of diesel fuel? >> they are saying drip like 20 drip a minute or something. so it was very small. they were getting a team together to determine how they were either block off and repair the line or put a patch on the line. >>reporter: workers discovered the leak after 4:15 in the afternoon. took them more than 2 hours to evaluate the problem and get a plan to fix it. at 6:30 they tear off the pipe insulation and pour cooling water on it. pipe failed completely. workers evacuate and unit 4 up in flames. at news conference this afternoon chevron head of emergency services defended workers taking 2 hours to address the leak. >> we are evaluating that actual leak. we are lack to go see is what causing it. where it is. how we can isolate it. looking at all the different options. it's during the two hour period while we are evaluating the leak to

determine what xlaibingt we need to do that it got worse. >> 2 hours is a very expected time frame in which to make abscessment. >>reporter: i spoke to oil industry consultant in houston this afternoon who explains shutting down a line in a refinery is not as easy as turning off a faucet. >> running thousands of gallons of product through this line many over the course of a day and you just can't stop it suddenly. without having potentially severe impact of strength. >>reporter: this is the third serious fire at the refinery in the past 13 years. the failure of a pipe improperly attached caused this blaze in january of 2007. one refinery worker suffered minor burns. and in march of 99 a leaking pipe created a vapor cloud that exploded and burned. 400 neighbors went to the hospital during that incident. cal/osha and contra costa county health officials now investigating. one question they have to address is did the process of

at the pump price rises and at other rae finery which pay try to boost production. 7 news business technology reporter david louie has that part of the team coverage. >>reporter: no easy way to replace the gasoline that chevron can't produce with the number 4 crude unit down. california drivers use a special formula to meet clean air standards. about 15 percent of it comes from the richmond rae finery. rae finery in other states would have to gear up to make the california newly could take weeks. in the mean time pump prices expected to sore. director of the energy efficiency center at stanford. >> i expect we'll have gasoline price that is will increase at least 20 cents a gallon. maybe 50 cents a gallon and if it came up more than that, i wouldn't actually be totally shocked. >>reporter: higher could be a profit incentive to motivate other refinery to have bigger production. few have

much additional capacity we are told. >> pushing the refinery to even produce more california blend is pretty difficult to do. they will probably try to do that in part because it's even more profitable now than we have seen in last few months. >>reporter: price pressure is also expected to expand to the airline and trucking industrie industries. bay area airport have large storage tank that serve as supply cushion. we spot check southwest air lines that said it didn't expect a negative impact. san francisco international says it buys jet fuel from shell so average driver will feel the shock first and many can't afford a 25 cent spike. >> i live from day-to-day. it's already out of reach. i have to go to 0orinda cost me $25 to go over the hill and back. >>reporter: factor that will decide how much gas prices will rise and for how long is when chevron will be back in full production. which the company is not willing to project. >> i understand what people are thinking but i'm afraid i can not speculate at this time what

>> police identified second suspect in sunday fatal somewhating of hay school football player. he's 27-year-old matthew cap who police say should be considered armed and dangerous. he was let out of prop last year under

a new law allowing release of low level offenders. he had been convicted of domestic violence charge. he's wanted in connection with sunday night shooting of 16-year-old boy he was walk with a friend. initial reports say the shooting may have been gang related. the other suspect is twain-year-old jacob steven antioch arrested sunday on parole violation while leaving that area. >> member of the oakland raiders has been release from napa hospital tonight following an injury at training camp. running back good son wept down after helmet to helmet white a team mail. he stayed down on the field for 15 minutes treated by trainers and paramedic. there was concern about a serious injury even though good son was conscientious and moving his arms and legs before being taken to the hospital by ambulance. he is back at his hotel tonight. police horse recovering tonight after being bitten by a pit bull in san francisco. happened yesterday afternoon picnic area not far from

christy field. officer asked the dog owner to control the animal. it was in an off leash area. dog apparently bark and lunge biting the horse stomach and latching on to the leg throwing both of the horse and officer to the ground. the owner was arrested. dog captured. it's now in the care of animal control. the horse wounds were stitched and stapled. officials say he was pretty chewed up but he should be okay. >> there has been grumbling among the rank about san jose police chief but this morning they decided overwhelmingly not to move forward with a vote of no confidence regarding his leadership. one of the key problems in the department is not enough officers. some say that's one of the reasons behind a recent spike in burglary. more now from corina rusk. >> you are looking at recent surveillance video in san jose showing a burglary in progress. it is happening at businesses and in people homes. this couple lives on a block where 2 burglaries happened in just the past two weeks.

>> the people who are breaking in seem to know the flow of the neighborhood. in other words, where people are in or out. >>reporter: the san jose police department reports more than 2400 burglaries in the first 6 months of this year. 34 percent jump from the first half of last year. >> to say i'm not concerned would be wrong. very concerned about it. curb on what is the cause. >>reporter: early speculation the state budget crisis and fall out from prison realignment could be one contributing factor. here an elsewhere. >> they have been releasing prisoners out of the state prisons putting them in the county jails which then means you have to take people out of the county jail and put them on the street. so these are non-violent people but non-violent people are a problem. >>reporter: they need more officer on pa trochlt over 1,000 sworn officers to serve and protect a city of nearly 1 million people. burglaries are a lower priority than violent crimes which officers say is

understandable but still extremely frustrating for them and the public. >> don't know what to tell the citizens when we tell them we won't investigate the person who broke 52 their house and stole their things. it's a difficult job for us. >>reporter: department is so short staffed earlier this year it announced it won't respond to burglar alarm unless it can be verified an actual burglary is in progress. so if people with home alarm systems have reason to worry we will cancel our plan. checking all the doors and everything and make sure we had our alarm on and worried about it the whole time we were again. >>reporter: given the recent spike in burglary the police department will be updating the city safety committee on these crimes. how many are taking place. where they are taking place. and trying to come up with possible solutions given limited resources. in san jos jose, corrina abc 7 news. >> we saw slightly warmer temperatures today. i guess might be quite a bit warmer depending where you are. that will continue isn't it. >> it certainly is. have a

last couple days. from thursday through saturday under the influence of the hot air mass temperatures exceeding 100 degrees in many of our inland locations. heat will spread actually state wide and tomorrow in the next few days we see high pressures in the central valley ranging from 105 to 110 degrees. won't be that hot here in the bay area. but we have our usual summer sprea spread. 63 degrees pacifica. up to about 76 in oakland. up to 100 degrees in the inland east bay and brentwood. 37 degree spread between coastal high and inland high. on we go to lack at some selected temperatures for tonight. overnight a little fog at the coast. not much. low pressure mainly in the mid upper 50's. 63 at antioch which again will be our warm spot overnight. tomorrow sunny sky in the south bay with high pressure mainly in the mid to upper 80's. santa clare 87 at campbell. on the planes we see upper 70's to low 80's. low 80's at redwood city. palo alto mountain view and low mid 60's on the coast up to 66 degrees at half moon

fight the flames in san francisco ocean avenue, an unexpected and powerful fire ball comes thundering out. back-draft. strong enough to push 200 pound men backward. >> the rapid ignition of hot gases within the building and the energy actually sent the fire ball nearly across the street to where we are standing right now. >>reporter: assistant fire chief says he has only seen this twice. >> something out of the ordinary took place. i have been in the fire department for 30 years and this is only the second back-draft that i have witnessed. so they are rare occurrence. >>reporter: the 4 alarm blaze is believed to have started in this coffee shop and spread fast to the as many as 10 businesses. why? or how? isn't yet known. but neighbors say the whole scene is tough to watch. >> there were flames. flames kept ongoing and going and going and going kudo to the firemen.

will be buried at the san joaquin national cemetery in merced county. modest to, news 10. the man who killed 6 people last year and shot former congresswoman giffords will not face the death penalty. loughner driven to federal court in tucson this morning. for more than a year he has been force fed medication to control his schizophrenic yeah. today a judge ruled that that treatment has made loughner competent. he allowed him to change his plea to get. that guilty plea again means no death penalty. he will be sentenced to life in federal prison without parole. giffords agreed with the plea saying it will allow everyone to continue to recover. we learn today that ohio man has been arrested after police say he went to the late showing of the dark knit rise was a huge stash of weapons. police say scott smith bass to enter the 10:00 p.m. show when officer noticed something a little off. smith was carrying a military style pouch like this one. inside was a loaded gun. 3 loaded magazine with dozens of rounds of ammunition. 3 hunting knives along with
